Fines/Fine-Free Information

We’re Fine-Free!

Augusta County Library no longer charges overdue fines. Borrowers at all Valley Libraries locations — Augusta County, Staunton, and Waynesboro — will not be charged for items returned late.

Why We Eliminated Fines

Research shows that overdue fines are not effective at encouraging people to return materials — but they are very effective at discouraging people from using the library altogether. We don’t want the fear of a fine to stand between anyone and the free technology, literacy, and lifelong learning resources Augusta County Library offers. Life happens, and we get that.

In January 2019, the American Library Association passed a resolution asserting that overdue fines are a barrier to equitable access and encouraged libraries to eliminate them. In going fine-free, Augusta County Library joined the growing number of public libraries across the country making this change.

How It Works

Due dates still apply. Every item still has a due date. Please return items on time — someone else may be waiting. You’ll receive more frequent automated reminders as due dates approach.

Fine-free applies to overdue items only. Fees for damaged or lost items will still be charged to cardholder accounts.

Account blocks. If your account reaches 10 overdue items, your library account will be blocked. You will not be able to check out additional items or access certain digital content until the overdue items are returned.

Frequently Asked Questions

I found an item that was marked as lost. Can I still return it? Yes — please bring it back. You won’t owe any overdue fines, but a processing fee may apply depending on how long the item has been out.

Will eliminating fines mean longer wait times for popular items? Augusta County Library regularly monitors which titles are in high demand and purchases additional copies as needed. More frequent overdue notifications also help keep items moving. Items with holds placed on them cannot be renewed, which helps ensure they come back on time.

How can I support the library now that fine revenue is gone? Donations are always welcome and go directly toward library programs and resources. Consider supporting Augusta County Library through the Friends of the Augusta County Library Foundation.

Where can I learn more about the research behind fine-free libraries? Augusta County Library reviewed a number of studies before making this decision. You can explore some of that research here:
